This is a technique that we studied this past Summer in our instructors class... the idea is to create a timed exposure with light. The thing is that all the light going into the camera will be recorded when you take a picture... whether you have a long or short exposure time. This was about a 10 second exposure, and I like it because you see the lights start and stop, but not the vehicles involved.
